Fed appeals ct has ruled that 'bona fide Washington correspondent' has constitutionally protected interest in obtaining White House press card and must be told full reason if 1 is denied; opinion by Judge Carl McGowan finds that such person may be turned down only for compelling reasons such as danger to Pres, and must be given procedural rights; ct acted on complaint filed by Robert Sherrill, who had been Washington correspondent for The Nation; Sherrill was denied White House press pass in '66, and given no explanation, after Secret Service investigation; not until '72 was he informed he had been turned down for security reasons and that his arrest and fine for assault on press sec to Gov of Fla had figured in decision (S)
