Tosco, an independent oil refiner and wholesaler, said it had obtained the right to purchase virtually all of privately held Seminole's stock from Argus Fertilizer of Stamford, Conn.

LEAD: Amerifirst Bank said the Transohio Savings Bank had ended its agreement to acquire Amerifirst because Transohio had been unable to get regulatory approval for the deal, which was announced last May. Transohio, a unit of the Transcapital Financial Corporation, offered $20 a share, or $230 million. Amerifirst said Transohio had requested the return of a $25 million deposit made in conjunction with the agreement but that it did not intend to return the money.
