A Lewis revs Nixon Adm's attempts in '69 to quash publication of leaked Pentagon Papers by NY Times; compares Nixon's contention, that publication of documents would gravely harm natl security, with his present refusal to furnish Watergate-related White House documents on grounds that it will damage Presidency; holds Nixon and Kissinger felt themselves threatened by publication of Pentagon Papers and responded with 'wiretaps, prosecutions, vengeance'; notes 'it is certainly hard to think of any security damage from publication of the Pentagon papers'; illus (M)

Highly placed sources on June 8 charge Kissinger's National Security Office was directly responsible for ordering FBI to end 17 so-called 'national security' wiretaps on officials and newsmen that had begun in '69; say that as late as Feb '71 specific termination orders were telephoned to FBI by Gen Alexander M Haig; dispute Kissinger's contention that wiretap program was initiated at May 9 '69 White House meeting with Pres Nixon and late FBI Dir J Edgar Hoover; say bur's records indicate Hoover dictated memorandum on May 9 describing telephone conversation with Kissinger who was with Pres at Key Biscayne; also cast doubt on Kissinger's assertion before Sen Foreign Relations Com that his 'role was limited to supplying names' of those to be wiretapped who had access to leaked material; Kissinger testified before com in Sept '73 that he and Gen Haig were in touch with FBI only when wiretaps produced a 'particularly egregious' report, and that he never 'explicitly' dealt with question of terminating wiretaps (L)
