Newspapers Are Conserving Newsprint Despite Easing of the Recent Shortage

Shortage of newsprint in US, which was triggered by strikes in newsprint plants in Canada and exacerbated by nationwide railroad strike, has eased, but many of conservation moves adopted by newspapers remain in effect; papers that employed such measures include Wall St Journal, Elmira Star-Gazaette and Arizona Republic; newsprint consumption in US, as result of conservation efforts plus generally sluggish econ, has dropped more than 5% during 1st 1/2 of '74, reversing traditional 3% annual growth; Amer Paper Inst vp James Hutchinson notes situation is much improved; newspaper officials concur; Finland, which usually provides 3% of US newsprint, is phasing out its operations; most striking change in newsprint mkt has been escalation of prices, rising from about $175 a ton to current avg price of $220 a ton according to ANPA; Joseph Prendergast, mgr of Traffic and Newsprint Dept of ANPA, comments; some small newspapers are having difficulty arranging contracts with new suppliers; illus (M)
