CBS Plans to Offer Time to Candidates In Presidential Race

CBS announced yesterday that it would provide free television time to the Presidential candidates for campaign statements in the final days before the November election. The time will be made available during CBS's news programs, network officials said, not during prime-time entertainment hours. CBS is the first of the three original broadcast networks to agree to try this approach, which has been championed by its own former anchor, Walter Cronkite, and a coalition of public-interest advocates. CBS gave few details yesterday on how long the candidates' statements would be, how frequently they might appear or what programs might include the statements.

Late last year, while making plans to cover the 1996 Presidential campaign, ABC News producers discussed how to get more depth into the usual polling and interviewing of ordinary Americans on the hot topics of the political season. But there turned out to be no primary season to speak of, as Bob Dole quickly became the Republican candidate opposing President Clinton. "We decided we didn't need primaries, didn't need candidates or a campaign to explore in some depth how American voters, and nonvoters, were feeling about this country," said Kathy Christensen, the executive producer of "World News Tonight."

INTERNATIONAL BRIEFS;Murdoch Conglomerate's Earnings Fall Sharply

The News Corporation, the Australian media conglomerate controlled by Rupert Murdoch, said early today that earnings fell 69 percent in the third quarter, hurt by a charge stemming from the sale of its educational book-publishing business. The company earned $59 million (United States), or 6 cents per American depository receipt, in its third fiscal quarter, down from $188 million, or 27 cents an A.D.R., in the quarter a year earlier.

Knight-Ridder Inc. said yesterday that it would receive $275 million for its financial news service from the Global Financial Information Corporation, part of the Welsh Carson Anderson & Stowe investment group. It was suggested on Monday that Welsh Carson would buy Knight-Ridder Financial, which offers "real time" news on financial markets. Welsh Carson was founded by former executives of Citicorp, and is a major investor in Global Financial Information, which has products that include Bridge Information Systems and Market Vision. Knight-Ridder shares fell $1.875 yesterday, to $70.375, on the New York Stock Exchange.

The Pacific Stock Exchange asked the Securities and Exchange Commission yesterday to investigate trading in Hasbro Inc. options that occurred before Mattel Inc.'s failed bid in January. The exchange asked the S.E.C. to scrutinize trading in 12 accounts, an exchange spokesman, Dale Carlson, said. Unlike the exchange, the S.E.C. has the power to compel individuals to testify. Of the 12, several are Rhode Island residents "who appear to have some connection" to insiders at Hasbro, which is based in Pawtucket, R.I., he said. The value of Hasbro's options soared almost twelvefold in the five days before the public disclosure by Mattel of its unsolicited $5.2 billion bid. None of the 12 individuals appear to be connected with Mattel, which is based in El Segundo, Calif., Mr. Carlson said.

The Horsehead Resource Development Company said yesterday that it intended to buy all of its common stock held by the public for $5.75 a share, so the company could be taken private. The repurchase would be made through a cash tender offer to public stockholders to begin within the next several days, the company said. Horsehead Resource is currently owned 50.3 percent by Horsehead Industries Inc., 44.9 percent by B.U.S. Berzelius Umwelt-Service A.G. and 4.8 percent by public stockholders. Horsehead Resource has about 36 million shares outstanding. The company's stock fell to $4.125 yesterday, off $1 a share, before trading was halted.

COMPANY NEWS;HIGHER OFFER IS MADE FOR NORWEGIAN DRILLER

The battle for Transocean A/S heated up yesterday when the Reading & Bates Corporation raised its offer for the Norwegian oil and gas driller, which agreed last week to merge with Sonat Offshore Drilling Inc. The $1.56 billion bid reflected a premium over the $1.46 billion deal with Sonat Offshore, which, like Reading & Bates, is a drilling company based in Houston. The previous Reading & Bates offer was valued about $1.51 billion. Transocean said it would study the new offer. Shares of Reading & Bates fell 75 cents yesterday, to $21.125, on the New York Stock Exchange; Sonat Offshore shares fell $1.875, to $48.625.
